Carlos Ragazzo is a consultant specializing in antitrust, regulation, and public policy. He provides multidisciplinary analysis for major transactions and administrative proceedings before CADE (the Administrative Council for Economic Defense), as well as contributing to the drafting and amendment of regulations within Regulatory Agencies and the National Congress. He also serves as an expert witness in judicial proceedings and arbitrations both in Brazil and abroad.

In addition to his consultancy work, he has been extensively dedicated to academia for 20 years. He is a Professor at the FGV Rio Law School (Fundação Getúlio Vargas), where he teaches Competition Law and is a permanent member of the Master’s and Doctoral programs in Regulatory Law. His career includes over a decade in the public sector, holding high-ranking positions within the Executive Branch, including two consecutive terms as Commissioner and subsequently as General Superintendent of CADE. He also served as General Coordinator at the Secretariat for Economic Monitoring (SEAE) of the Ministry of Finance.

Under his leadership as General Superintendent, CADE was recognized as one of the top ten antitrust agencies in the world by the Global Competition Review (GCR). During his tenure, CADE also received the 18th Innovation Award from the National School of Public Administration (ENAP) for implementing a new management model for merger and acquisition reviews.

Ragazzo holds a Bachelor of Laws from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio, 1999). He earned both his Master’s (2005) and Doctorate (2008) in Law from the State University of Rio de Janeiro (UERJ). He also holds an LL.M. in Trade Regulation and Competition Policy from New York University (NYU) and was a Visiting Scholar at Berkeley Law School, where he taught and conducted research in Antitrust. Furthermore, he completed post-doctoral research in Economics at the Fluminense Federal University (UFF). He has been a speaker at numerous national and international forums on competition and regulation, such as the International Competition Network and the American Bar Association, and has lectured at Harvard, Berkeley, Georgetown, and Northwestern, among other leading universities. He is the author of several books and numerous articles on Competition Law and Regulation.
