Stela is a Master’s candidate in the Graduate Program in Economics at the Fluminense Federal University (PPGE-UFF) and a member of the Center for Studies on Inequality and Development (CEDE). She operates at the intersection of applied research and consultancy, focusing on regulatory analysis, public policy, impact evaluation, and antitrust.
During her tenure at Instituto Propague, which focuses on regulation, innovation, financial education, and retail, she specialized in topics such as the payments and credit markets. As a Research Assistant, she conducted monthly analyses of the Retail Economic Activity Index and produced strategic insights on the payments market and the "Stone in Data" report, covering payments, credit, and commerce. Her role also involved analyzing the Stone Retail Index, reviewing economic journalism content, participating in media productions for the Propague channel, and authoring monthly columns on financial innovation trends for media outlets.
With expertise in data analysis and technical reporting, she developed monthly economic bulletins for the Logistics Department at BNDES (the Brazilian Development Bank) and the Foreign Trade Department at IBRE/FGV. In these projects, she utilized the R programming language for data collection, dashboard development, and quantitative modeling. Additionally, she provided support to international researchers during the SASE international conference, "Socio-Economics in a Transitioning World," and earned certification in the Theory of Change methodology from ENAP, J-PAL, and FGV Clear.
Her professional background combines academic rigor with practical experience, enabling her to contribute strategic solutions for impact analysis, competition, and the development of evidence-based public policies.
